Category C Motoref Clinic in Charlotte, NC
The Carolinas Cycling Association will be presenting a Category C Motoref Clinic, in Charlotte, NC, for officials wishing to add the C motoref certification to their existing officials license. Those taking the course, and passing the test will be certified as a Level C Motoref, after completing the Motor Vehicle Report process required by USA Cycling for all motorefs. You do not need a motorcycle for this clinic. It is all classroom.

The Adam Little foundation
CCA supports this effort and is humbly requesting each member to go to the site and submit the petition/s to Gov. Purdue and the NC DMV.
We are also looking at other ways to support this very important legislation.
The Adam Little Foundation was founded in memory of Adam Little, a cyclist from Mt. Pleasant, NC who was struck and killed by a motorist in March 2010 as he commuted to work. Adam was a husband, Father of two, teacher, friend, and an avid cyclist.

He was wearing appropriate safety gear, including a helmet and reflective clothing, and had a safety light installed on the back of his bike. The woman who struck and killed Adam was charged with misdemeanor death by vehicle and a child restraint violation.
This foundation's mission is to:
- Increase the safety of all cyclists in North Carolina
- Make motorists aware that cyclists have the same rights as any motor vehicle on the road
- Enact legislation to toughen the penalties associated with harassing/hitting/injuring/killing a cyclist
- Use Public Service Announcements to increase public awareness of the laws and the tragically high number of cyclists struck each year
Petition the State to add a few questions to the written portion of the NC driver's test on the rights of cyclists and the laws/penalties associated with harassing/hitting a cyclist
Petition to add safe passage of a cyclist or group of cyclists to the road test portion of the NC driver's test
The founders of the foundation are asking that we help by signing the Second Petition. The second petition is automatically sent to Governor Perdue and the DMV Commissioner and encourages them to add questions about cyclists rights to the written portion of the NC driver's license test as well as require that all new motorists demonstrate how to safely pass a cyclist on the road test portion of the driver's license test. They've gotten a good response from the DMV already but the more people who sign and send the petitions, the faster things will get done. The founders have a meeting with Representative Grier Martin next Wednesday; he is interested in introducing/sponsoring The Adam Little Law. The first public service announcement (Dave LeDuc & Dean Hesterberg will be in it) is being taped on Jan 25th and will begin airing in February. ABC11 is doing a story on the Foundation; we're taping on Jan 31st and it will air Feb 5.

| Official Assignments
I have finished loading the CCA race calendar into the www.usac-officials.org website for all races through the end of September. I will load in the Fall cyclocross calendar within the next few days. Please take a moment to login and select the races that you want to work. We need to begin making assignments as soon as possible for the early season races. I do not have the full schedule for the Velodrome yet, so be aware that Track events will need to be added once they establish a calendar of events. As a reminder, please be aware that we have scheduled a Track specific seminar on Feb 4 in Rock Hill to get everyone up to speed on working real Track events. I will add that seminar to the calendar so that when you are making your race requests, you can simply check the seminar if you are planning to attend.... USA Cycling has incorporated a new claim results function which allows members to claim results that are posted to USA Cycling's website, but lack the proper license number. | 2012 Rule Changes (Preview)
The most significant change for 2012 is the removal of the 30-34 age category from USA Cycling Masters Road and Masters Track National Championships.
The age category’s declining participation at road and track national championship events was cited as the main reason for the rule change.
USA Cycling’s masters national championship events have very full race schedules. Creating time slots for fields with low participation has resulted in inconvenient scheduling for the other participants. By eliminating the men’s and women’s 30-34 age categories, racers and event staff will benefit from a more manageable race schedule.
“After careful vetting and approval by both internal staff and the USA Cycling road and track sport committees, the chronically low level of participation at masters road and track national championships led us to remove the category completely,” explained USA Cycling’s Managing Director of National Events, Micah Rice. “For example, this year at Masters Road Nationals, we had 25 men show up for the 30-34 criterium while our 40-44 and 45-49 fields had over 100 riders each. For the women’s 30-34 race, there were ten riders. The numbers at Masters Track Nationals were even smaller.”
The removal of the age category resulted in the age groupings being modified for the team pursuit and team sprint events.
In addition to the removal of the youngest masters category, USA Cycling members will notice several additional changes in the 2012 rule book. These changes can be summarized as follows:
- Elimination of tandem track sprint national championships: There will no longer be a USA Cycling Tandem Track Sprint National Championship. In order to maintain the number of track national championship events, the International Omnium Track National Championships will now be a standalone event.
- Youth licenses for 6-9 year-olds: USA Cycling will begin selling annual licenses for the youth class in 2012. This class is defined as riders with an actual age of six through a racing age of nine. Additionally, a “youth race” is being defined as a race held on a closed course with a circuit of five kilometers or less.
- Young juniors must use mass start legal bikes in all races, including time trials: Beginning in 2012,youth and junior riders in the 12 and under age categories will be restricted to mass start legal bikes in all races. These legal bikes cannot have aero bars. The wheels must have no covers and must have at least 16 spokes. These rules will apply to the 13-14 age group in 2013.

Category A Upgrade Clinic
Good Afternoon,
If anyone is interested in attending a Category A upgrade clinic, please let Stuart or I know. If there is sufficient interest, Stuart will work on scheduling a clinic in the Southeast, probably in the Atlanta area. Here are the requirements to upgrade:
All of the experience requirements below are from the time a person became a B level official. All requirements are also specific to the discipline (road or track). In other words, if you have to have 25 races, then it is 25 races for road AND 25 races for track if you are doing both.
General Requirements
- Minimum age of 21 years
- 25 races in any position
- At least 4 of the 25 must be at the national level or higher (NRC races, National Championships, UCI races, etc.)
- Two seasons minimum since reaching B
- Take the level A upgrade clinic and pass the test with at least a 75%
- Take level B module 0, 12,13, and 14
- Provide two letters of recommendation from any of the following:
- Your USAC Regional Coordinator
- Your Local Association Official’s assigner
- Active Level A or higher officials
Road Upgrades
- Of the 25* races since becoming a B, at least two must be stage races
- Must be Chief Referee at 5 races minimum
- Must be Chief Judge at 5 races minimum
* Only two cyclo-cross races count for the road upgrade experience.
Also, please make sure to sign up for any cyclocross races you want to work. Tim Hopkin has finalized the locations for the NC fall series and I am working on those assignments now. I have made assignments for the upstate SC series, but not the Charleston series yet.

| Online Race Assignments for Officials!
Hello All,
We have started using the www.usac-officials.org website for all CCA officials’ assignments. This webpage is used by most local associations across the country. Each of you will need to go to the website and create a login and password. Also, please add yourself to the email list. This website will become our primary tool for officials’ assignments, communication, etc.
Next, you will need to review the race schedule and submit requests to work races on the schedule. You can view assignments already made. Assignments for the coming week are there.
I have started adding races to the schedule, but have not yet added any of the weeknight series races, nor have I added anything past Aug 13 at this point.
This tool allows CR’s to generate invoices and post event reports online and automatically populates the permit and officials’ info on those forms.
So, take a look at it and submit your requests for the July/August events. If you do not see the CCA logo next to the USA Cycling logo, you need to go to the Choose LA dropdown at the top right of the screen and select CCA.

| Important Information about USAC On-line Registration System
Dear LA Permit Coordinators,
Effective December 1st, USA Cycling’s online registration product will be offered to promoters. For the event permits that will be utilizing the registration tool, the permit coordinator will need to complete 2 steps (these 2 steps will show up as 2 support requests on your “My USA Cycling page”): 1. Opening of event registration (this step needs to be completed within 24 hours). 2. Normal event permit approval.
During the recent Local Association Summit, a large number of Local Associations requested approval permissions for online registration to open. Currently, all Permit Coordinators profiles are set to require the Permit Coordinator’s approval for online registration to open. If you do not wish to have this approval capability, please let me know so that we can make the adjustment. If you do not want the approval capability, the registration will open on its own, and you will only receive 1 support request.

| Flyer Information and Help
We would like to get word to race organizers and promoters about some things that would help on their flyers.
- List physical address for each event for users of GPS, Google Maps, Mapquest, etc.
- The flyer needs to show that the event is being held under USA Cycling Permit or that the USA Cycling permit is pending. We will post a link to the "official/final" event flyer that is listed on the USA Cycling website once it is available there. In some cases and by exception only, will we post an event flyer that is not yet approved or in a pending status and not available elsewhere (Usually only if the event is within a couple of weeks of the current date and or the permit was delayed for some reason). The event flyer must be approved by the CCA Permit Coordinator.
- If it is determined that an event flyer is to be posted to the CCA website because of short notice event or other reasons, the flyer submitted to upload the the CCA website should be in PDF format and if possible optimized not to exceed 500 kb in size.
- Make sure flyers are finalized before asking for them to be uploaded. We have had quite a few changes to flyers (some small like sponsors and some larger).
- We prefer that you upload or link your flyer in the USA Cycling website and provide us that link.
- The flyers must be the same at all online locations. This means, if you upload or link a flyer on USA Cycling and send us an updated version, you are responsible to submit the update to USA Cycling as soon as possible.
